The Good Neighbor Guide is a community-wide resource available in multiple languages designed to establish shared expectations for residents across Ottumwa. It serves as a practical roadmap for property stewardship by outlining standards for yard maintenance, trash disposal, and exterior upkeep to ensure every block remains a source of local pride. Beyond physical maintenance, the guide promotes a culture of mutual respect regarding noise, parking, and boundary awareness to prevent common neighborhood friction. By translating these civic responsibilities into several languages, the initiative ensures that all community members have the tools to contribute to a safe, clean, and welcoming environment for everyone.
